From the "closing the barn door" department

Mayor Nagin is demanding that New Orleans residents leave the city immediately -- or else.

Well, better late than never, I suppose.

Although I heard the police chief say that they wouldn't actually enforce that order...I think they are telling those that don't wish to leave that help/food/water might not be available.

Leave immediately or else?

Or else what?

I just have one question. Presumably the people who are being airlifted out now are being relocated with the help, both logistic and financial, of federal officials and a variety of nonprofit groups. In other words, there's some place for them to go; whether it's with relatives or with volunteers.

This would seem to be something the Mayor of New Orleans isn't really equipped to do. He can require evacuation, but he's not empowered to require other states and municipalities to provide a place for them to go. Most of those who stayed had noplace else to go.

That's why the Federal government is supposed to be involved, and why the National Response Plan kicks in.
